\u00a0After the decision of the ESA Council of 21\/22 March 2001, the procedure for accession of the\u00a0European states\u00a0was detailed as described the document titled \u201cThe Plan for European Co-operating States (PECS)\u201d. Nations that want to become a full member of ESA do so in 3 stages. First a Cooperation Agreement is signed between the country and ESA. In this stage, the country has very limited financial responsibilities. If a country wants to co-operate more fully with ESA, it signs a European Cooperating State (ECS) Agreement. The ECS Agreement makes companies based in the country eligible for participation in ESA procurements. The country can also participate in all ESA programmes, except for the Basic Technology Research Programme. While the financial contribution of the country concerned increases, it is still much lower than that of a full member state. The agreement is normally followed by a Plan For European Cooperating State (or PECS Charter). This is a 5-year programme of basic research and development activities aimed at improving the nation\u2019s space industry capacity. At the end of the 5-year period, the country can either begin negotiations to become a full member state or an associated state or sign a new PECS Charter. \u00a0Many countries, most of which joined the EU in both 2004 and 2007, have started to co-operate with ESA on various levels.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The\u00a0United Nations Office for Outer Space Affairs\u00a0(UNOOSA) is the United Nations office responsible for promoting international cooperation in the peaceful uses of outer space. UNOOSA serves as the secretariat for the General Assembly\u2019s only committee dealing exclusively with international cooperation in the peaceful uses of outer space: the\u00a0\u00a0United Nations Committee on the Peaceful Uses of Outer Space<\/a>\u00a0(COPUOS).\u00a0<\/em><\/p>

UNOOSA is also responsible for implementing the Secretary-General\u2019s responsibilities under\u00a0international space law<\/a>\u00a0and maintaining the\u00a0United Nations Register of Objects Launched into Outer Space.<\/em><\/p>

Through the\u00a0United Nations\u00a0Programme on Space Applications<\/a>, UNOOSA conducts international workshops, training courses and pilot projects on topics that include remote sensing, satellite navigation, satellite meteorology, tele-education and basic space sciences for the benefit of developing nations. It also maintains a 24-hour hotline as the United Nations focal point for satellite imagery requests during disasters and manages the\u00a0\u00a0United Nations Platform for Space-based Information for Disaster Management and Emergency Response\u00a0(UN-SPIDER).<\/a><\/em><\/p>
